【光明国际论坛对话】 对话嘉宾： 　　约翰·基恩（JohnKeane）澳大利亚悉尼大学和德国柏林社会科学研究中心政治学教授 　　达雅·杜苏（DayaThussu）香港浸会大学国际传播学教授，曾任英国威斯敏斯特大学国际传播学教授 　　姜飞 北京外国语大学国际新闻与传播学院院长、教授，中国新闻史学会外国新闻传播委员会会长 　　主持人： 　　肖连兵 光明日报社国际交流合作与传播中心秘书长 　　所有危机都是充满机遇和创新的时刻 肖连兵：各位嘉宾，作为国际传播学界专家，你们如何看新冠肺炎疫情给人类社会带来的影响？ 基恩：这场大瘟疫再次证明，所有危机都是充满机遇和创新的时刻。传染病引发的大规模死亡、痛苦和社会混乱是未来可能发生的环境灾难的可怕征兆，但这场疫情并不只是悲剧，它同时孕育了突破。 过去一年里，常态岌岌可危，焦虑滋生，疫情打破了旧习，确定性随风飘散，人们变得担惊受怕，整个社会变得脆弱不堪。然而，这场大瘟疫的进程首次在全球范围内表明，人们可以利用数字工具和数字化导向的机构减少集体焦虑、对抗破坏和死亡，并促进社会团结。 信息通信技术的有效运用将我们这个时代的疫情防控与以往时代的瘟疫防控区分开来，比如一个世纪以前俄罗斯和西班牙的流感疫情防控。那时，全球首次通过迟缓和笨拙的方式来报道和处理疫情，包括运用电报、蒸汽船、报纸、口头报告和印刷指令来实现隔离、敦促人们戴口罩。相比之下，当前的疫情防控是完全数字化的。在高速、不间断报道的作用下，疫情成为一个全球性的媒体事件，以前所未有的规模和深度激发了公众对疾病和死亡的恐惧，而新的数字化手段还使得公众对新冠病毒进行着监测和管理，其力度之大史无前例。 杜苏：尽管新冠肺炎疫情给全球公共卫生和国际经济带来了极其不利的影响，但它也为重新思考信息通信技术在全球数字化网络中的角色提供了新的契机。信息通信技术在过去10年中极速全球化，这极大地帮助了世人应对此次严峻的全球公共卫生紧急事件。在中国政府抗击和控制疫情过程中，信息通信技术发挥了至关重要的作用，这与美国这个世界上最强大的国家所采取的相当笨拙的做法形成了鲜明对比。中国提倡多边主义，支持世卫组织将防控新冠病毒作为公共事业的举措。中国还倡议建立健康码国际互认机制，使世界能够恢复到疫情之前的出行、贸易和旅游状态。…
